The $30 / month is the price of the old, unlimited data plan. It is not available to those who weren't grandfathered in when the new data tiers were created.

Ponca City, We love you writes "The NY Times reports that two World War II Japanese submarines, including one meant to carry aircraft for attacks on American cities, have been found in deep water off Hawaii where they were sunk in 1946. Specifically designed for a stealth attack on the US East Coast — perhaps targeting Washington, DC and New York City — the 'samurai subs' were fast, far-ranging, and some carried folding-wing aircraft. Five Japanese submarines were captured by American forces at the end of the war and taken to Pearl Harbor for study, then towed to sea and torpedoed, probably to avoid having to share any of their technology with the Russian military. One of the Japanese craft, the I-201, was covered with a rubberized coating on the hull, an innovation intended to make it less apparent to sonar or radar; it was capable of speeds of about 20 knots while submerged, making it among the fastest diesel submarines ever made. The other, the I-14, much larger and slower, was designed to carry two small planes, Aichi M6A Seirans that could be brought onto the deck and launched by a catapult. The submarines were meant to threaten the United States directly, but none of the attacks occurred because the subs were developed too late in the war, and American intelligence was too good. 'It's very moving to see objects like this underwater,' says Hans Van Tilburg of the National Oceanic and Atmospheric Administration, 'because it's a very peaceful environment, but these subs were designed for aggression.'"

Most cars have a UART in them that allows you to read off diagnostic codes and information about what may be wrong with the vehicle so you can repair it. Late model cars have been getting increasingly complex and dependent on computers which has caused them, as with most things digital, to move towards a proprietary DRM for these tools, diagnostic codes and updated repair information. This has kept independent auto-shops out of the market for fixing your car and relegating you to depend on pricier dealers to get your automotive ailments cured. The bill still has a provision to protect trade secrets but is a step forward to open up the codes and tools necessary to keep your car running."

I remember 10 years ago, that the local grocery store had electronic lists on their carts. The unit would indicate where everything was. It was pretty basic. It had a monochrome screen with discrete push buttons.
I'd imagine that these days a touchscreen with images would make it really easy for even my grandmother to find things in the store. Just push the button for noodles then the button for spaghetti and its location appears on a map of the store.
The store could even advertise weekly specials or sell ad space to offset the cost of the units.
Besides, why would GPS be more useful than the Aisle indicators?

Mexican Government To Document Cell Phone Use 232
Alyssey writes "The Mexican government wants to have a database to track every cellphone number in the country (in Spanish, Google translation) and whom it belongs to. They want to tie in the CURP (Unique Registration Population Code in Spanish, like the Social Security Number in the US) with cellphone numbers. If Mexicans don't send in their number and CURP via SMS before April 10, 2010, their cellphone number will be blocked. The new law was published back in February and is going into effect now."

The behavior of the newspapers in regards to services like Google News has always surprised me. Google is providing the papers another means of distributing content, and its at no cost to the paper. Personally, if I see a snippet of news on something that interests me, I will click the link and go straight to the news source's website. I have always assumed that that is a desirable outcome for the news sources.
The only thing that Google does is provide the consumer with more options. Since I use Google News I am more likely to use multiple sources for my national and global news. I guess this scares the newspapers a little bit.

Apple Patent Claim Threatens To Block Or Delay W3C 332
Kelson writes "The W3C Widget specification is running into a problem: Apple claims a patent on automatic updates and is unwilling to license it royalty-free in the event that it impacts the spec. The W3C is investigating to determine whether the spec includes anything covered by the patent, and decide what to do."

How US Schools' Culture Stifles Math Achievement 888

The New York Times reports on a recent study that shows the US fails to encourage academic talent as a culture.'"There is something about the culture in American society today which doesn't really seem to encourage men or women in mathematics," said Michael Sipser, the head of M.I.T.'s math department. "Sports achievement gets lots of coverage in the media. Academic achievement gets almost none."' While we've suspected that the US might be falling behind academically, this study shows that it is actually due to cultural factors that are devaluing the success of our students. I suspect there's a flaw in the US cultural system that prevents achievement on the academic front from being perceived as valuable. Could anyone suggest a patch for this bug or is this cause for a rewrite?"
