TCO: A lot more, since you'd have to pay a fleet of developers to put together an OS (on commodity hardware) that mimics zVM and can run mainframe apps that are 40 years old. Lightwarrior, I'll infer you represent (or work for) the management company for an HOA. Of course everyone else won't absorb the costs for an individual that "won't pay". You'll send letters warning dues are past due, assess late fees and eventually put a lien on their property.
