"Not sure whether you're being sarcastic or not, assuming you're not" - perhaps you're from India or someplace where you wouldn't recognize sarcasm if it slapped you upside the head? Not teaching O-O (even as theory or a survey of programming methodologies course) is sort of like teaching the "new math" - you know, the touchy-feely math that has now put the USA at #25 in math of the top 25 industrialized countries. The summary by fatherjoecode did say a 2nd year elective would be taught, presumably to peasants whom may want to learn about the real world, and perhaps they actually have the notion that they may need to get a job one day.
