I've used both rpm and deb and in my experience debian puts a lot more effort into not screwing stuff up (to put it simply). Alternatives, diversions, always saving copies of both old and new config files regardless of which you told it to use. I'm in control already instead of having to be on guard constantly for installers that screw things up in their zeal to make things "easier". I know that's windows MUCH more than rpm, but it's relative.
I do admit it's annoying that debian updates are not fully automated, i.e. you must be there to answer the questions. But in most cases I'd rather be asked than not. debconf's solution is good, where it asks them all at the beginning -- of course the package must use it, but more and more are.
