These have become pretty standard in the US so I hopped over to Amazon.co.uk to see if they're standard in Europe (OK, OK, the UK technically split a few years ago but it's still got most of the laws and regulations and will ultimately be subject to them without having a say in them going forward.) I expect most new homes to have USB charging sockets all over the place in the same places they have regular AC sockets going forward soon, and older homes to be slowly retrofitted with them.
When a law does exactly what it's designed to do, that's not a case of it "backfiring".
You honestly expect people to replace a $2 outlet with an USB equipped one at $30? It's cheaper, more convenient and probably safer to stick with a usb wall wart.
