The concept you're talking about already exists. Lucira Technologies (http://www.lucira.com) has a tool for recovering stolen laptops. The product is based on using IP addresses and telephony to pin point the location of a stolen laptop. A mechanism for doing data destruction on the laptop is nearly ready for release.
