This is a great way to set the GPL apart from the other software licenses in a way that the average consumer will recognize. Consumers are likely to feel positive about our license coming up in software if they can understand what it means, and the rights it gives them. They may begin to look for software that is GPL'ed. In addition, the example would surely be set for other licenses in the process.
One thought though. I would suggest placing the user-friendly license at the top, but put the actual license (in verbatim) at the bottom so we can avoid legal ambiguity. If this idea is implemented, obviously GNU should provide the standard document for the user friendly part for the same reason.
