Using paper makes alot of sense if you don't trust your devices. Paper is offline, cheap and portable. Making up your own password can be a pain though. I've been toying with a generator that spits out a random set of characters, mapped onto a pin pad. That lets me use a PIN that I already know to form a random password. It gets printed and put away. I've been trialing it with some friends, with interesting results. People who trust their devices will not bother (they have more convenient options); having to use the printer seems to be a deal breaker; people don't like to admit that their passwords suck, and lastly the concept is not obvious to the average person.
