Obama is the most conservative president the US has had in the past 30 years, and possibly in all of time. This is exactly in line with everything else he has done to produce more money for the wealthiest Americans while under the conservative guise of "it's good for everyone else too". He has consistently chosen the kinds of fiscally conservative actions that Bush Jr, Bush Sr, Reagan, and Nixon all could only dream about.
It is not completely clear from the headline, but the summary and article would make me guess that this contract was issued by the District of Columbia government not the Obama administration.

This government and administration is the most corrupt, unpatriotic bunch of criminals to ever curse this country. This is even more proof they do not care about America and Americans, only what is cheaper to pass their projects. They will slowly start outsourcing everything while there are competent American firms who could do this even better. When will people wake up and storm the gates?
I think this is the health care exchange for the District of Columbia not one contracted by the federal government. According to the ACA the states (+D.C.) had flexibility on how to implement the state level exchanges.
My state (VA) deferred to the federal government to implement it.

Brian McCrary just bought a website to complain about a $90 speeding ticket he received from the Bluff City PD — the Bluff City Police Department site. The department let its domain expire and McCrary was quick to pick it up. From the article: "Brian McCrary found the perfect venue to gripe about a $90 speeding ticket when he went to the Bluff City Police Department's website, saw that its domain name was about to expire, and bought it right out from under the city's nose. Now that McCrary is the proud owner of the site, bluffcitypd.com, the Gray, Tenn., computer network designer has been using it to post links about speed cameras — like the one on US Highway 11E that caught him — and how people don't like them."

This makes it a GPL violation, because Apple controls distribution of all such programs through the iTunes Store Terms of Service, which is incompatible with section 6 of the GPLv2. It's an unusual enforcement action, though, because they don't want Apple to just make the app disappear, they want Apple to grant its users the full freedoms offered by the GPL. Accordingly, they haven't sued or sent any legal threats and are instead in talks with Apple about how they can offer their users the GPLed software legally, which is difficult because it's not possible to grant users all the freedoms they're entitled to and still comply with Apple's restrictive licensing terms."
Writer Peter Watts Sentenced; No Jail Time 299

There's not a lot of detail in the story, and although he is still being treated like a terrorist (cannot enter or pass through the US, DNA samples) he was not ordered to do any time in jail, was freed, and has returned home to his family. The judge in the case was, I believe, as sympathetic as the legal system would allow him to be."
Man Put On "No-Fly List" While In Air To NYC 300
An unnamed man flying from Nigeria to New York City found out he was added to a no-fly list somewhere above the Atlantic Ocean, when the plane stopped to refuel in San Juan, Puerto Rico. Officials won't say what he did or why he was added to the list after he had already boarded a flight. He was not immediately charged with a crime and Customs and Border Protection will only say that he is a "potential person of interest." From the article: "The man, a citizen of Gambia, was not on the no-fly list when he boarded the aircraft in Dakar, Senegal, said a US official who spoke on condition of anonymity because he was not authorized to discuss the issue publicly."
