I'm fairly certain that the 16% tax mentioned in the story (which, not coincidentally, is the current VAT rate on all non-essential goods in Germany), isn't an extra VAT, which would bring computers to 32% or more VAT, which is unprecedented in Germany, where the highest VAT rate is 16%.
In fact, the 16% are probably mentioned to indicate that the levy is part of the taxed price, i.e. the final price will include the base price, the levy, and 16% VAT on the (base price + levy), thus bringing the total cost of the levy to consumers to around $15.08.
