I rode all over the territory with both R-Trigger pulled in (fast) and A-Button pushed (reallyreallyfast), and the horse ran like the dickens. Sure, the guards notice you quickly, but you also outdistance them nearly as fast, and after a set amount of time the "wanted" condition resets. No big deal. And I agree with you on GTA; finding new ways to battle, explore, race, survive - it's all the emergent gameplay which is really intriguing in a robust sandbox.
