Just picked up a cheap copy of 1984. Timing seems apt.

It's a hard call. I can see it being internally deliberate as a deterrent, or possibly someone got inside and is making them light themselves up for tracking/targeting purposes. If it's internal, that's quite a bold, arrogant AF move. Who shows their opponents where to aim?
