If those users flooding the net have paid for "unlimited" service, I don't see your point. Have the ISPs and telcos stop overselling bandwidth. The fact is that the metering does not reward the low-end user. My mom is a short burst hispeed user who wants speed for the 30 minutes of internet she uses every week. She does not get a rebate for bandwidth she doesn't consume, yet her ISP benefits greatly from her and many just like her that use little and pay lots.
Putting a cap on a service limits it and you can't market it as unlimited anymore. Unless you are an ISP or telco of course.
