If this data includes non-phone based Android devices (car audio systems, refrigerators, washing machines, tablets, home automation controllers, etc), it would make sense that this number is growing suddenly. There are not a lot of these type of systems running iOS, but many of them are running Android.

They are forcing everyone into binding arbitration now, so they don't get their pants sued off later when they start pushing ads down everyone's throats. This started with Walmart's very recent acquisition of Vizio, which Walmart did in order to start pushing ads down the throats of Vizio TV owners. Now other streaming hardware providers are going to do the same thing - it's a huge gold rush. You're going to turn on your Roku TV and immediately see ads for various retailers, car companies, etc that you have to click through (or may even be forced to watch) before you can even get to the Roku home screen. Obviously people are going to have a huge problem with that, and some will want to sue Roku. But if everyone has already accepted binding arbitration in order to not brick their devices, most people will at least think they have no recourse.
