How to measure energy being wasted?

Energy bills keep soaring for me, and now I'm back to paper and pencil: just taking notice of the power meter values. Mine is nice, as it has a cute LED that blinks at 1/1000 of a KWh. But that's not the way, and I've started searching the web for someway to count that automatically. Better said than done. Would also be quite nice to have someway to measure the power consumption of a single device. Oh, and a nice price tag would have a quicker Return on Investment! I know it's somewhere out there... so what are you're using?
