This depends on the school district size:
the smaller districts have the food delivered
while the largest (like universities)
can have a full time staff.
A 1kg pasta (less than 30cents in the States)
can easily feed 3 well built kids: so the material
can be very cheap (especially if made in the "truly"
italian way).
school district, at least in europe,
do not have to make a profit.
On the other hand the savings in the long run (less healt problems
better life quality) repays itself in a very short time.
