Remember, neither country has been known to release accurate data on prison stats.
So you are basing your assertion of US vs China prison size on false data, buying into the smoke screen yourself.
It appears that PL/I (and its dialects) is, or will be, the most widely used higher level language for systems programming. -- J. Sammet
