If Apple makes "extreme" mode easy to turn on and off, maybe then people will use it as a default, and quickly turn toggle it when they're doing something like banking, or interacting with something demanding additional security or scrutiny. If extreme privacy was commonplace, wouldn't that deny info to the websites, and thereby de-fang the cross-scripting excess of the Web? It might allow for a cooling of the rhetoric - the arcane techniques of the web. It might lead to a kind of detente...
