I think it has more to do with the fact that most people have no idea what "lossily compressed" means. As far they're concerned MP3 = music file. They aren't aware of the existence of FLAC or OGG files, let alone that they have any benefit over mp3s.
the MP3 format and its use are an example of herb simon's "satisficing." people have downloaded MP3s for years and they hear decent quality, good enough to keep them coming back to MP3s. if MP3s are fine with them, and have been fine with them, why bother with a better quality file when they already get what they want out of MP3s? for a majority of people, their MP3s work just fine in windows media player, so not only are they not aware of the benefits of OGG/FLAC formats, they really have a need to care about them.
