Just the small fact that the Internet doesn't know borders. Send mail to a European server? Buy something from a Europe over the Net? Your messages and transactions get stored.
IIRC European ISPs are vehemently against this, for obvious reasons, and law enforcement isn't thrilled either. It's populist scaremongering politicians who are behind this crap.
