They can harass and congregate around virtual police stations all they like.

Chinese New Year holiday officially began on Jan 24th, but for many migrant workers, this is the only time they get to go home to see their child or their wife or their parents so they might leave before this official day.

The lock down of Wuhan actually occurred on the 23rd link (www.npr.org)

Officially, they were only given 8hrs notice, but the information leaked and an estimated 5 million escaped the lockdown (of Hubei, not just Wuhan). This was probably the cause of the jump in cases around the all parts of China forcing the entire country to go under lockdown. If they had successfully locked down Wuhan and then as an extra layer of security locked down Hubei, the rest of China could possibly have been spared the lock down.

So for those who still want to use the "this-happened-in-the-US-because-China-didn't-tell-us-in-December": By Jan 23rd, it was in the news. Chinese locked down a city of 11 million people. Closed all roads and public transportation to try and contain the spread. I think the action tells you how serious they thought it was. If you see the Hindenburg on fire and you don't run because no one told you this is serious... well...

How does it really affect what is happening in New York?
Does it make the 4000+ American deaths less significant?

Wuhan officials screwed up by trying to muzzle a doctor who raised the alarm.
Hubei officials screwed up by trying to downplay the severity and say there was no human to human transmission.
But seriously, by December, anyone with half a brain could see that there was very good human to human transmission based on the cases being reported.
Note the logical fallacy in "Never trust the Chinese, their government only tells lies" and "they told us it was ok, so we believed them and did nothing"

When the magnitude of the screw up became known at the National level, the CCP knew this was serious stuff. They also knew that clamping down hard and fast was the quickest way. Probably about 1 Trillion Chinese went into some kind of lockdown for about 6-8 weeks to try and slow the progress and limit the spread. The world knew it was a shit storm by Jan 25th but what did US Gov do? Kick into high gear? Start preparing testing kits? Start thinking of ingenious ways to make ventilators?

Ultimately with any population there will always be those who are selfish and do not follow the rules. The problem is with something like this virus, all you need is a small percentage of people to not follow the rules to keep the chain of infection going. The more "draconian" and the closer to 100% compliance you can achieve, the faster you will see results. The only places where I think draconian measures might not be needed are places like Korea and Japan where there is higher social compliance.

Flat curve good.

Every state in the US that has active cases you can see has a steep curve.
This is with limited test kits available.
If states could test all the ones they needed, they would probably catch more... which is actually a good thing because those not caught are actively spreading.

The guy who got shot is one of the first to start beating the first officer with a pipe. When the second officer comes in to help his colleague, the "unarmed student" hits the office #2 in the arm with the metal pipe. Their freedom to protest does not give them freedom to be asses and put restrictions on other people or to hold them hostage (figuratively and literally).
