The funny thing is that you knew about this because of a report for the Swiss government admitting that their Intelligence department failed to inform them about something.

And if you're only speaking of governments (which, in majority, were voted in by their populations), Then perhaps you should eliminate the colonialist powers (UK, France, Belgium, Spain, etc), and the US (for what has been done in the middle east and south america), and perhaps also Russia, China, Japan ? Should we also speak of the -stan countries, Middle East,, South East Asia, Africa, South america, and so on ? Perhaps the last one left is Micronesia, but not for long as they will be mostly underwater in a few years thank's to all of us.

I guess you would be right about Esperanto on a logical point of view, I was rather thinking in terms of the worldwide cost of changing the language, so then taking the most used one is the best option.
