There is room for both but you need smart people to make the best decision for the problem. Competitive advantage wouldn't exist if the Amazon's and Walmarts didn't build what they needed rather than rely upon COTS. COTS solutions are never pushed to a 100%, more likely about 20% to 30% of the functionality is leverage and then modified extensivly into a custom built app that can't be upgraded. The best thing one can do while evaulating COTS solutions is to attend the vendors training class before you even make a decision on packages or potential build solution. Most companies can't afford the time/money/resources to build proof-of-concepts.

But even if you choose a path to buy or build if you don't have a few smart people and leadership you might as well plan for failure. Leadership and methodology cannot be overlooked and this requires smart people who understand the business issues. Not that everybody has to be smart, but the chiefs had better have a clue to manage the indians.
