I'd like to clear up a few points here. ARM still offers significant discounts on their development systems to universities and research organizations (hardware platforms, compilers, etc.) Between November of last year and June, ARM was without a university relations manager to coordinate all research activity, to help with undergraduate and graduate sponsorships, and to work with students on various ARM-related projects (the 'favours' you spoke of). ARM continues to encourage and sponsor programs in both undergraduate and graduate curriculae worldwide; however, this is a large task and often takes time.
