Here in Australia, two of the most popular national radio stations are Triple-J and Double-J (available online at abc.net.au). The former caters to young people and promotes indie bands. Attached to it are lots of live music events (for example the Big Day Out). The latter is for those who used to listen to JJJ :). That's me now. It is still heavily influenced by the music coming out of JJJ. They are government stations and are commercial and vested-interest free. There is also a third station called "JJJ Unearthed" that is for indy amateur bands and helps them be discovered. The conservative governments here always try to defund and shut them down because these stations are about being un-conservative. Generally they fail as I think we are all seeing the problems with conservative politics. They are also trying to shut them down since that would help Rupert Murdoch further dominate the media landscape. The governments, and most notably the conservative ones, are in the pocket of Murdoch,
I understand that this is fairly rare in the world. And that even the college-radios in the USA are heavily dominated by advertising and vested interests.
The answer then is to enable an open and government (people) funded music scene. And get rid of the conservatives :)
