I believe CD/DVD-RWs may even technically have a longer lifetime cause the act of writing them isn't modifying an organic dye, but causing a physical phase change in the recording layer. This probably makes them a little closer to actual physical pits on a CD/DVD than the dye on a write once disk

Paypal still has it's uses. I use it all the time to pay for shit on ebay. And if i'm buying something online from an infrequently used or small time retailer if they have the option to use paypal at checkout, id much rather do that then put my credit card into yet another retailer's website that might get breached at some point.

Sounds like you are describing FDIC / NCUA insurance in the US. I'm not sure exactly what the european equivalent covers, but in the US FDIC / NCUA only covers if your bank / credit union becomes insolvent. The US Govt will cover your deposits up to $250K, FDIC / NCUA doesn't protect against fraud. In general depending on the bank they will eat the loss in the case of fraud and either use their own insurance or write off the loss on their taxes. But there's also some asshole banks and you'll be left on the hook for any fraud. Best to research your bank and what their rules and coverages are.
