I think many have an optimism bias that all problems are solvable. Some people's problems are so profound they'll never be able to take care of themselves. We'd be better off as a species if we acknowledged that and got comfortable with the idea that some people will require lifelong, perhaps intensive assistance to live in a way approaching normal.
The catch is that even when extremely disabled, we desire a measure of autonomy, freedom.
