Absolutely. But still - the technical divisions on government payroll can choose to run Linux or whatevernix. The designer people can choose Macs with Photoshop and all of that. And the business people can choose to use another mailer, another web server, another messenger - and they're not breaking any rules anymore doing so.
My guess is that the government hungers for a way to get rid of the "Office license fee X #of computers" expense, the "M$support fee X #of computers" expense, and hehe - they'll greatly benefit from the sudden disappearing of viruses ^_^.
