Cuba and China share a history of Communism. China is establishing ties - which I rather want to call 'tentacles' - in other under-developed countries. So I'm a bit surprised that China hasn't helped Cuba out with their power grid problems. At the very least they could send solar panels and batteries to help with grid backup; they could also likely provide transformers, switchgear, generators, other hardware, and manpower.

The Cuban state power company is building solar farms just as fast as they can, with Chinese support. That helps with daytime peak demand, but is little use for evenings.

Problem is, emigration out of cuba is highly regulated by the goverment. And, the country being an island, is quite difficult to get out illegally. Not as difficult as north korea, but quite difficult.

Total rubbish. There are no restrictions whatsoever on people leaving Cuba, apart from the usual requirement for a plane ticket, passport and visa depending on the intended destination. The latter is the hard one for most Cubans, but that's nothing to do with the Cuban government.

...which is why Apple call their product Silicon and not silicone... the former being an important element in many types of semiconductor and the latter covering various silicon-oxygen polymer compounds used to make everything from bath sealant to breast implants...

No, the system recommended and supported by Apple and Google uses Bluetooth LE, so works indoors or underground etc where GPS would be unreliable. It works on proximity, not location.

But when I get the notification a week later or even days later when the person actually tests positive, how am I going to know the notification itself is a false positive?

Contact tracing is almost by definition something that is done after the fact, not in real time. Someone who knows he is positive with COVID should not be walking around triggering alarms, he should be isolating. The point is to alert people who have spent time in the recent past in the vicinity of a person who is discovered to be infected, so they too can isolate themselves.

I think the only real tracking that would work would be NFC-based, but that's gotta be hard with so many different platforms to get right...

NFC not much good since it is intended only to work over a distance of 4 cm / 1.5 in.

I doubt you can get into North Korea with an iPad or any Device. Without it taken away and carefully inspected. Heck they inspect your device and give you a different one with all the "Approved" Software on it.

You can certainly take an iPad or pretty much any portable consumer electronic device into North Korea no problem.. and though they would give it a quick check over to look for any subversive content, they would be highly unlikely to notice if it had been modified internally. They certainly don't give you another device!

In the UK (and some other places) it *is* against the law to charge a higher amount for using a credit card... So sometimes credit cards are not accepted for larger or low-margin payments (but debit cards still are, as they typically have a fixed cost to the merchant instead of a %age of the transaction). Only elderly people still use cheques... businesses and individuals use electronic bank transfer for push payments
