Of course it's the "if you have nothing to hide" argument. "If you [don't] plan nefarious actions", "enjoy the comfort of the extra resilience cloud brings." Only people who have something to hide should avoid entrusting data to a third party, right? Some people can't even smell the bullshit if you rub their face in it.

If you design business models in a way that the payments are completely detached from the actual costs, people will (justifiably) take issue with that, no matter how clearly you spell out the rules. It's the same with ISP data volume limits and overage charges.

Big companies like Alphabet/Google love loose regulation that is written to cater to their business model because they have the resources to deal with it and aren't really limited by it. It reduces the risk of being blindsided by a faster moving startup. The technical term for a situation where a regulating agency ends up doing the bidding of the entities which it's supposed to regulate in the public interest is "regulatory capture".
