The 1st $4000 ($8000 or more, depending on the
number of kids if you got a family) would be untaxed, then up to about $20000 that's taxed
at approx. 30%.
And this is not income tax, it's so called
social insurance premium.
At this level one is considered a low-income person still, who has right to get a subsidised
housing and pays very low medical insurance
premium (about $30 per month).
With higher income, things get worse :-)
From the top $5000 of $35000 yearly income
it's already 50 (or 60)% income tax.
After that,
