By demanding that employees return to the office will have the effect of making it easier for Microsoft's competitors to poach the best people. Offering people the opportunity to work from home is a lot cheaper than a bump in salary, options, and signing bonus to get them to jump ship. The mediocre employees, those who are one poor quarterly performance review away from a PIP (Performance Improvement Plan), will stick it out and start coming into the office. Someone need to tell management to look up the term "unintended consequence" on Wikipedia.

Some of these companies are going forward with construction projects because after giving local politicians bribes, excuse me "Campaign Contributions" , they got all the permits lined up so they can build their new, ego stroking buildings. Most of these permits have a time limit on them, ie. start building by X date or the permit expires. The companies realize that if the permits expire the chances of getting new permits are slim to none since the voters who live around these project are unhappy and will vote for politicians who will promise not to let such and such company build another monstrosity in their district.

Perhaps I'm being too harsh. For example, if their boss is an MBA who gives out raises on the basis of how many pounds+gallons they produce or sell, they would be quite rational to request a report that shows how many pounds+gallons they have produced or sold.
