Your argument could also easily be turned on its head: with the cost of wifi-enabled devices dropping, the diversity of those devices and their target markets expanding, and more used devices getting into hands of lower-income families, not having public wifi is the government saying "look, we're going to shut you out of the coverage area for the growing digital commons
