Yes, they made an offer of employment. What we need to remember here is that the position was given to someone else.

In my experience, if I approach a prospective employee and offer them a position, I will chase them up if I haven't heard anything from them. The opposite is also true. I will chase a potential employer if I don't hear from them in a reasonable time frame.

The onus is on her and the employer to ensure a reliable stream of communication. The ISP, while admitting it made a mistake in the accounting should not have suspended the account but also should not be held liable for any supposed "loss of income".

By the employer giving the job to someone else, that would imply that the position was never "hers" to begin with and was only a lost opportunity. There was no guarantee that she would get the position.

IANAL but I have worked in managerial positions long enough to know how it works.
