There are many theories on why they can't seem to get it done, even with many other developed countries offering to help. Funding for local areas is done by population, the last census was ripe with proven fraud people double counted and other fun things. If a proper census was done there are some who believe f the actual population of the country would be much lower than estimated. People in Nigeria are getting educated and even in rural areas are aware of birth control and other means of population control. Now, many women are abused an forced to have children. But those who are not are likely not having a large number of children because there is no real need and they understand the costs associated with having kids. Only time will tell but I've read many explanations that tell me the actual number of people and especially the growth in Nigeria is overblown.
