Vietnam is using Russia to balance China, their traditional enemy. Use the barbarians (non Vietnameese) to balance each other out has been used in Asia for millennia.

Four score years ago I was grilled on ISAM and BDAM for a junior programming job.. I passed. When I got there I found our they had a DBMS that used ISAM and BDAM, but the programmers only access the files through the DBMS. Totally useless questions. I have designed the architecture on systems highly reliant on technologies I only had a moderate understanding, No architect can be an expert on all the technologies in any type of system except the most trivial systems.

When a "dumb terminal" was the height of technology I worked with a programmer with no arms, another legally blind, a third was a quadriplegic. When you hire, give everyone a chance. Many thanks to my friends at Northeast Utilities, who taught me a thing or two.
