Journal: Google vs Cubans?

A few weeks ago I noticed that cuban users have not acces to the Google Software Pack. Its not clear if the company's restriction is because an agreement (or laws) with the cuban goverment or with the U.S goverment. The fact is that when a cuban user tries to load the page: http://pack.google.com/ this message appears: Google Pack is not currently available in your country Thank you for your interest. More clear explanation would be appreciated.
