Human labour as mentioned isn't used to *train* the models or ensure they do what they do, but instead to accurately *label* the data used to train the models. Garbage in = garbage out. Massive amounts of data require massive amounts of human hours to label the data (or filter the bad data out to ensure quality data). The people training and ensuring the models do what they are expected to do are the data scientists. It is still impressive that straight forward math, using billions of parameters and lots of data can predict text in this way, because our brains are not used to dealing with large scale anything (data, deep time, etc). The human element here reflects the effort that is needed to provide quality data at scale for training, but does not diminish the achievement of advances in ML, e.g. transformers at scale.

Note that Elon Musk's net worth is $263 billion. $15B, or 5.7 percent of his net worth, is not a large tax burden, considering that he made 200 Billion Dollars during the two years of the COVID epidemic.

He didn't "make" that money. Net worth is theory, not reality. That valuation of his stock rose, which is decided by other people. He has even stated that he thinks the stock is overvalued. Until he sells stock and realizes a gain, he doesn't make money. He's explained this over and over again, but many people just don't seem to understand the difference.

I wasnâ(TM)t asking whether or not Android had AOD. I was asking if it dropped the display HZ to save battery, or if this really is a novel change with Apple (allowing full screen color background AOD), and how much battery it will save compared to simply displaying mostly black background like Android has done so far (to my knowledge).

I did read the bill, it does not just say algorithm. You must have skipped past the first half of the bill where it defines all its terms, including algorithm. It specifically mentions prioritizing content, hence my previous explanation:

(d) "Social media algorithm" means the software used by social media platforms to (1) prioritize content, and (2) direct the prioritized content to the account holder.

(f) "User-created content" means data created by an account holder that is displayed on the account holder's social media page or stored by the social media platform in the account holder's account. User-created content includes personal identifiable information, educational experience or institution, volunteer or employment experience, written posts, photographs, video recordings, or audio recordings.

Subd. 2. Prohibitions; social media algorithm. (a) A social media platform with more than 1,000,000 account holders operating in Minnesota is prohibited from using a social media algorithm to target user-created content at an account holder under the age of 18.

To be more specific, the bill is against using algorithms to boost some content over others. Showing randomly, or by most recent date, etc, or even search for general relivance would be considered normal, but applying an algorithm on top of those results to personalize/boost content based, for example, on observed behavior of the user, would be banned.

In this context, you are incorrect. The bill states:

"Social media algorithm" means the software used by social media platforms to (1) prioritize content, and (2) direct the prioritized content to the account holder.

So, choosing randomly or by timestamp (which is not related to the actual content) would be fine and not considered prioritizing content. The spirit of the bill suggests an algorithm is more along the lines of classifying you and your friends into interest groups and prioritizing content it thinks you would find more interesting, or likely to interact with, based on prior observed behavior, etc.
