The ISPs could have filed using the 3rd party locations on a spreadsheet. They didn't have to give their propagation data. This isn't geo-location. This is either shapefiles of coverage areas (certified by an "engineer" or at least it will be in the future) OR based on locations that the FCC paid CostQuest lots of money to dream up (filed on those locations by latitude/longitude). The CostQuest locations are probably 90% accurate, with most of the misses being in rural areas. Conveniently, most of the funding will be targeted at those rural areas.

The problem is that 3 miles of fiber is just to one house. There is no community that it would serve.

I have a coworker that was supposed to fly into Chicago this morning. His direct flight was cancelled again, as was the afternoon one.
