That is not always the case. For example, I am getting more money back than I paid in because of:
1) Earned Income Credit
2) Oregon's Working Family Child Care Credit
In both cases I was able to get all of my withholdings refunded to me AND get extra money back. Also, in both cases the amount of money I got back was sugnifigantly larger than the amount of money that was withheld from my paycheck.
