Yikes! I better tell the WinForms application that I wrote in Visual Studio 2019 to stop running on the Raspberry Pi. The poor thing didn't know you couldn't do that.

As far as I understand it, the VB6 runtime support DLLs are present because Microsoft made a commitment to supporting VB6 applications in each new edition of Windows.

How about a GPL2 version of it? http://scarlet.deltasoft.com/index.php/Main_Page/ - this is a fork of OpenQM, which is a feature-complete multi-value database system. It's compatible with a number of "flavors" of Pick, including D3, Universe, Reality, PI, etc.

No problem. Keep in in mind though - if nothing else, it makes a great tool to use at home instead of paying through the nose for D3 or Reality when you're just doing local dev.
Why not use ScarletDME? It's a fork of the open source OpenQM project and would handle your needs quite well. There's a couple of ways to access it via PHP as well. If you know Pick no reason not to stay with it.
