The way you collect the data can be biased. If I am looking for why people love Cowboy Neal and only interview members of the Cowboy Neal fan club... that leaves out a huge segment of people and bots who maybe don't love him or don't know what he's about - leaving you with bias.

That biased data set is 100% confirmed true for the population that was interviewed.

Bah fail - at federal level it would need to preempt local control otherwise its going to be a patchwork of dates times and everything else. Some state/town could decide to have daylight savings advance for 15 minutes for 7 weeks, go back an hour for 3 days and then have another 3 weeks advance 30 minutes, then 2 months later return to Standard time or something equally dumb. I could see this happening for some superbowl event or something similar.
