One simple reason, something like this would basically function as a National ID and the united states had been extremely resistant to the idea of a national ID for decades. For whatever reason people are concerned that a national id would be a privacy issue. We're the only first world nation that I'm aware of that doesn't have a national ID system, with an ID that all adults are required to have on them at all times.
Once we have a national ID system, something like this could easily be baked into that system -- paired with an embedded RFID chip to store keys, and RFID readers in our phones or as peripherals for desktops, and it would make identifying who we are for all kinds of things a lot easier.
