I believe there is not only the problem of how much energy is needed to attain altitude, but the exit velocity is a factor. To leave the atmosphere, a certain velocity is needed to prevent either:
a) bouncing off the edge of the atmosphere
or
b) burning up during exit
These are also factors on re-entry.
