Yes, Tolkien's books are intended as monotheistic myth (which is why the Church likes them), so there's only one god (Illuvatar).
Gandalf was immortal, but not a god. Rather, he was sent to middle earth and given a mortal's body. He also had a ring of power because some elf gave it to him.
