According to Wikipedia:
IPx7: Immersion, up to 1 meter (3 ft 3 in) depth
IPx8: Immersion, 1 meter (3 ft 3 in) or more depth ... Test duration: agreement with the manufacturer, Depth specified by the manufacturer, generally up to 3 meters (9.8 ft)
IPx9: Powerful high-temperature water jets

World Aquatics specifications for an Olympic-size pool are as follows:
Depth: 2 m (6 ft 7 in) minimum, 3 m (9 ft 10 in) recommended when using the pool for multi discipline.

So, "generally" IP68 devices should survive swimming pools but the depth and time depend on the manufacturer.

How safe is this?

It probably is safer than CO (that is really unsafe).

But how would this be administered to a patient?

I think it could be used by paramedics (or by anybody who can make an intravenous injection).

Could it be an inhaler?

No. You need to infect quite much of antidote into the blood stream. Intramuscular injections (like epipen) also won't work.

1. After the protein molecule reaches a red blood cell, it probably works equally fast for mice, humans and elephants.
2. For humans, it takes about 20-60 seconds for blood to complete a full circuit of the body. 1-2 cycles should be enough to mix the antidote with the blood quite well.
3. We need one more cycle because CO-free red cells need to reach lungs to get O2 and then reach the brain.

December 10, 2021: US small arms and ammo arrive in Ukraine as Pentagon details troops to train country’s military

The US has never even suggested hosting weapons in Ukraine.

They refused to promise not to do it in the future. They also allowed several ex-SU countries to join NATO and are hosting weapons in ex-Warshaw-Pact countries. So, hosting weapons in Ukraine is the next step that Russia could expect.

The US hasn't deployed nuclear weapons to new locations

It's not about nuclear weapons only. Ukraine could attack Crimea with non-nuclear weapons.

But, ever since the Soviet Union has existed, it's been the primary source of instability in the world.

I'm afraid this discussion is getting too wide. I propose to return to Ukraine vs Cuba comparison.

Do you believe the stuff you post

In general, I do.

Like Cuba, Ukraine decided to be a threat to their neighbor. Unlike Ukraine, Cuban crisis had been resolved without war because Soviet Union agreed not to host their weapons in Cuba. Unfortunately, US didn't do the same in 2022.

Also don't blame communism or SU for the world instability, please. The world was "unstable" long before SU was created and it is still "unstable" long after SU passed away.

1. Ukraine has never had nuclear weapons under their control. Some bombs/warheads were stored there but they were unusable without secret codes controlled by Moscow.
2. There are lots of claims to Ukraine from both Russia and China. One of them is that Ukraine was unlawfully consuming Russian natural gas. Another is Motor Sich company that was bought by China and then nationalized by Ukraine.
3. Unlike Ukraine, problem of Soviet nuclear weapons in Cuba was resolved without war after Soviet Union agreed not to install their nuclear weapons there.

"Ultra-fast" means, according to the article, 350 kW. All these 400 chargers will be able to give 140 MW of electricity. Caloric value of gasoline is about 45 MJ/kg. So, all this power is comparable with 5 liters of gasoline per second. Standard fuel pumps are able to give 50 l/min. So, all these "400 ultra-fast chargers" are equal to 6 standard fuel pumps or one small gas station.
