Getting to the earth end of the tether would be very different compared to getting to geostationary orbit. To get to GS orbit you go up a bunch and sideways a whole freaking lot. To get to this you would basically go straight up and grab on to the tether before you fell back down.
I'm hoping the authors didn't really mean the end would be exactly in geostationary orbit. Because the parent comment is totally right you'd basically create a satellite wrecking ball.
