These notices are coming, not from Canada, but from US copyright lobby groups such as the Business Software Alliance under a system called notice and notice. Michael Geist comments that unlike the U.S. takedown approach, the Canadian system is proving effective while protecting privacy and free speech. Downloaders take the hint, and alter their behavior before they receive a more serious letter in the mail."

An anonymous reader writes "On December 23, Amazon advertised a 'buy one get one free' sale on DVD box-sets, but apparently did not test the promotion before going live. When anyone placed two box-sets in their cart, the website gave a double discount — so the 'grand total' shown (before order submission) was $0.00 or some very small amount. Despite terms stating that Amazon checks order prices before shipping, Amazon shipped a large number of these orders. Five days later (December 28), after orders had been received and presumably opened, Amazon emailed customers advising them to return the box-sets unopened or their credit cards would be charged an additional amount (more threads). Starting yesterday, Amazon has been (re)charging credit cards, often without authorization. On Amazon's side, they didn't advertise any double discount, and the free or nearly-free box-sets must have cost them a mint. But with Amazon continually giving unadvertised discounts that seem to be errors, is 'return the merchandise or be charged' the new way that price glitches will be handled?"

s31523 writes "Those of us who have been in the IT arena for a while remember installing our favorite OS, network client, power application, etc. by feeding the computer what seemed an endless supply of 5.25" soft floppy disks. We rejoiced when the hard 3.5" floppies came out, cutting our install media by 1/3. We practically did backflips when the data CD-ROM arrived and we declared: we will never need any other disk than this! It is with sadness that I report the beginning of the end for the floppy: computer giant PC World has announced it will no longer carry the floppy disk once current supplies run out."

amigoro writes "Most believe that the ice ages are the result of subtle changes in Earth's orbit, known as the Milankovitch cycles. According to one scientist, that is not the case. Robert Ehrlich of George Mason University in Fairfax, Virginia, has developed a model which hypothesizes a dimmer switch inside the sun that causes its brightness to rise and fall on timescales of around 100,000 or 41,000 years, exactly the same period as between ice ages on Earth. The main problem with Milankovitch cycles is that they can't explain how the ice ages go from 100,000 year cycle to 41,000 year cycle. The cycles predicted by Ehlrich's model line up with the observations."

The "Cyber Stress" study confirmed consumers' growing relationship with technology in their everyday lives. In fact, more than 8 out of 10 Americans (84%) say they are more dependent on their home computer now than they were just three years ago."

aprasadh writes "The government of Tamil Nadu, a state in southern India, has begun initiatives to convert all of their IT systems fully to OSS-based software. (The link is a copy of a news item that appeared recently in the Deccan Chronicle, an English-language daily.) The managing director of the IT procurement, consulting, and training agency for the Tamil Nadu government describes the reasons why he has chosen OSS, and also how he dealt with Microsoft executives." From the article: "Initially, 99 per cent of government systems have been running on Microsoft systems but then 2007 will be a watershed year for the state IT sector... We have already dispatched 6,500 Linux systems to village panchayats and another 6,100 Acer desktop systems with Suse Linux operating systems are on their way. We are procuring 20,000 desktop systems for schools, which will run only on Suse Linux... I require at least 500 trainers to train 30,000 state officials across Tamil Nadu in the next six months."

kiran_n sent in an article by Fortune's Owen Thomas on Vista not being compatible with SQL Server. An excerpt: "But now Microsoft has a problem. Vista, its long-awaited update to the Windows operating system, can't run the current version of SQL Server. The company is working on a SQL upgrade that is compatible with Vista — called SQL Server 2005 Express Service Pack 2 — but it's in beta and can be licensed only for testing purposes. Microsoft hasn't set a release date for the new SQL program."

Ted Romer at Network Performance Daily writes: '[Vista] now allows us to throttle outbound traffic at a client or server. For example, you can throttle the bandwidth of a particular subnet to a particular server, giving some departments more access to the servers that they need. You can even restrict outgoing bandwidth for certain peer-to-peer applications like bit torrent. This shaping can also be handy when applied to servers, allowing less bandwidth for certain users/departments, and more for others. While consumers may debate whether Vista is a worthwhile upgrade, I believe it to be important for enterprise customers who will best be able to put Vista's capabilities to their fullest potential. Of course, I'm getting it for DirectX 10 games, but that's just me.'"

At a dinner honoring those who stand up for freedom of speech, former House speaker Newt Gingrich issued his opinion that the idea of free speech in the U.S. needs to be re-examined in the interest of fighting terrorism. Gingrich said a "different set of rules" may be needed to reduce terrorists' ability to use the Internet and free speech to recruit and get out their message. The article has few details of what Gingrich actually said beyond the summary above, and no analysis pointing out how utterly clueless the suggestion is given the Internet's nature and trans-national reach.

PreacherTom writes to tell us BusinessWeek is reporting that the FCC and the Center for Digital Democracy plan to meet in order to discuss abuses with regard to cookies. From the article: "Online advertisers have a sweet tooth for cookies. Not the kind you bake, but the digital kind — those tiny files that embed themselves on a PC and keep tabs on what Web sites are visited on which machines. But cookies could have a bad aftertaste for consumers. Privacy advocates say the files are being force fed in large quantities to computer users, and they're demanding that the government put some advertisers on a diet."

Trebonius asks: "I have just received two job offers in the same day. The first was for a job coding in Perl on Linux/UNIX platforms, for a small but very cool company around 120 miles from where I live. They play Half-Life together in the off-hours and the people I've talked to there seem very happy with the job and work environment there. I'd be making smallish web systems, and I'd basically have total control over the projects on which I work. They offered me 20% more than I make now. The second offer I received is for a huge nationwide company opening an IT office a couple blocks from where I currently work. They're an all-Microsoft shop — VB, C#, .NET, SQL200*, etc. I'd be a very small cog in a very large machine. They offered me 66% more than I'm making now. Benefits are essentially identical between the companies, so that's not a big factor. I'll also give the Perl company a chance to make me another offer, but what should the threshold be? How do you folks balance the desire for a fun job with the need to pay off debt?"
