Why doesn't Windows 10 come with a programming environment/language? Because Microsoft wouldn't make any profit from it. Same goes for Apple. Why doesn't Android come with a programming environment/language? Because the cellular carriers don't want you to "affect their cellular networks", and Google would have to unlock the phones. They are so locked down that most people can't even get a command-line on their phones, and wouldn't know what to do with it anyway.
