Are you a self-learner or need to be spoon feed? Do you have real-world experience or are you just good at solving puzzle tests? A combination of real world experience and certifications says you are able to understand the nuances of the technology but also put it to work.
What someone produces in the class room versus in the real world can be two very different things. Technical skills can be learned but there is no substitute for some one who is ready to hit the ground running. Probability the biggest factor in all this not mentioned is can the person work seamlessly in the political environment.
Personality conflicts are not remedied with technical skill. Usually unless all are committed to working things out some will have to leave. Since certifications don't involve communication with more than a book or test they fail to judge effectiveness of working with others which can be the biggest determinate if the project is going to be successful.
Arguing over the best approach or technology for a product are so counter productive that it can undermine the whole project while some with ownership into a project with product ten times more and be totally committed to improving their skills.
